The following information is from the Federal Register on August 20, 2104.

The US Department of Agriculture Marketing Service is looking for comments on whether it would be adventageous for honey to have a standard of identitiy based on the 2014 Farm Bill.
In 2006 the FDA decided that no standard of identity was needed for honey based on a petition from the honey industry.
"MS is seeking comments on the petitioner's request for a standard of identity for honey and, specifically, the adoption of deviations as defined in the petitioner's request, and draft proposal. This notice provides for a 30 day period for interested parties to comment on the petitioners' request, and on how an appropriate Federal standard for the identity of honey would be in the interest of consumers, the honey industry, and United States agriculture."
