In fact it does not contain either flour or matzo meal and is certified by the cRc as Kosher for Passover, Non- Gebrokts. The following Passover information on fish is from cRc with information from the OK on March 26, 2012 and the Kof-K on March 27, 2012 and the Atlanta Kashruth Commission on April 3, 2012. From the Atlanta Kashruth Commission: Frozen kosher raw fish -- AKC policy is that any is acceptable. Some Rabbis recommend avoiding frozen Alaskan wild salmon that may have been dipped in a corn syrup glaze. The Chof-K frozen raw salmon does not have this concern. From the OK: The OK certifies fresh frozen salmon at Costco. It is preferable that the consumer buys the salmon that is certified for Passover but it is acceptable to purchase any fresh frozen salmon with only the OK certification on the label. The OU has revised their policy for raw fresh/frozen fish for Pesach and now only recommends fish that bears an OU P - passover certification. From the Kof-K: The following items are ok for pesach even without the Kof-K P marking.
